In 2025, government employees can look forward to an increased
Uniform/Clothing Allowance (U/CA) of ₱7,000, up from the previous ₱6,000. This
adjustment aligns with Revenue Regulations No. 4-2025, issued by the Bureau of
Internal Revenue (BIR), which also confirms that the U/CA remains exempt from
income tax and fringe benefit tax.
Historically, the Department of Budget and Management (DBM) has released
guidelines for the U/CA in early April. For instance, Budget Circular No.
2024-1 was issued on April 4, 2024.
Following this pattern, it's anticipated that the DBM will release the
2025 guidelines around the first week of April. Once these guidelines are
issued, individual government agencies will proceed with the disbursement of
the allowance to their eligible personnel.
Employees are encouraged to stay informed by monitoring official
communications from the DBM and their respective agencies to receive timely
updates on the exact release date and any specific procedures related to the
2025 Uniform/Clothing Allowance.
