President Ferdinand R. Marcos Jr. has issued Administrative Order No. 27, authorizing the grant of a one-time Service Recognition Incentive (SRI) for government employees for Fiscal Year (FY) 2024. Key Highlights of AO No. 27:

1. Coverage: The SRI is intended for personnel across various sectors of the government:
  • National Government Agencies (NGAs): Including those in State Universities and Colleges (SUCs), military, and uniformed personnel.
  • Government-Owned or Controlled Corporations (GOCCs): Employees in these entities are also eligible.

2. Grant Conditions: To qualify for the SRI, employees must meet the following criteria:

  • Must occupy regular, contractual, or casual positions.
  • Must be in government service as of November 30, 2024.
  • Must have rendered at least four (4) months of satisfactory service during 2024.
  • Pro-rata rates apply for personnel with less than four months of service:
    • 3 months but less than 4 months: 40% of the incentive.
    • 2 months but less than 3 months: 30%.
    • 1 month but less than 2 months: 20%.
    • Less than 1 month: 10%.
  • Must not have received other year-end benefits exceeding the authorized limits under Republic Act No. 6686.

3. Funding Sources: The funding mechanisms differ based on the type of government entity:

  • NGAs and SUCs: Charged against Personnel Services (PS) allotments under the General Appropriations Act for FY 2024.
  • GOCCs: Charged against Corporate Operating Budgets for FY 2024.
  • Legislative and Judicial Branches: Allocated from their respective allotments.
  • Local Government Units (LGUs): The amount will depend on the financial capacity of the LGU and will be charged against FY 2024 local funds.

Provisions for Specific Sectors

1. Legislative and Judicial Employees: Personnel in these branches, as well as those in constitutional offices with fiscal autonomy, are eligible for a one-time SRI of up to ₱20,000. Funding will be drawn from their respective agency’s PS allotment.

2. Local Government Units (LGUs): The grant amount for LGU employees, including barangay personnel, will be determined by the respective Sanggunian based on financial capability. Prudence and compliance with existing laws are emphasized to ensure that funding for the SRI does not compromise essential services.

Exclusions:

Certain categories of workers are not eligible for the SRI, including:

  • Consultants and experts engaged for specific periods.
  • Laborers under job contracts or paid on a piecework basis.
  • Student workers and apprentices.
  • Individuals engaged through job orders or similar arrangements.
