DBM Supports for Enhanced Compensation: A Push for Government Workers' Salary Increase

The Department of Budget and Management (DBM), supported by the Governance Commission for GOCCs (GCG), is finalizing a comprehensive study on potential salary adjustments for government workers in the first half of 2024. This initiative aims to ensure a competitive and equitable compensation package aligned with the administration's commitment to a robust and future-ready civil service.


Secretary Mina Pangandaman stated, "Recognizing the increasing cost of living, the DBM and GCG have commissioned a consultancy firm to conduct a Compensation and Benefits Study in the Public Sector. The goal is to establish a competitive, financially sustainable, and fair compensation package."


She emphasized, "The proposed adjustment should not only consider inflation and living costs but also standard market practices to maintain government employment attractiveness compared to the private sector. Moreover, it must be financially feasible for the government's long-term viability."


The ongoing study will assess various aspects of the current compensation system, including salaries, benefits, and allowances, to identify areas for improvement. By benchmarking against the private sector and considering inflation effects, the government aims to enhance employee welfare and productivity through a fair and sustainable pay structure.


Furthermore, the study's results will guide necessary changes in the Total Compensation Framework (TCF) for civilian government personnel, ensuring timely and fair salary adjustments.


"Our civil servants are vital to our nation, and it's crucial to provide them with fair compensation. This study is a significant step towards an efficient, productive, and just civil service," Secretary Pangandaman added.


As the government anticipates the study's completion, it remains committed to honoring public servants' dignity by rewarding them appropriately.


The funding for the compensation adjustment will be sourced from available appropriations under the FY 2024 General Appropriations Act and subsequent annual allocations.
